Division of Medical Practice and Dispensing and its Impact on the Health Care System


Abstract
The Korean government has set up the plan to implement the policy dividing medical practice and dispensing this summer. Doctors have been allowed to dispense drugs to patients and pharmacists could prepare medicines without doctor¢¥s prescription. This custom resulted in severe abuse of drugs and economic injustice. Pharmaceutical companies provided doctors with extra-compensation in relation to adopting specific drugs. The government tried to reform this health and economic problems by dividing medical practice and dispensing.
The hot dispute was developed among civil organizations, doctors, pharmacists and the hospital association around the target and method of the policy. The issues were like this: Were general hospitals included in the division policy? How much were pharmacists allowed to substitute doctor¢¥s prescription with other drugs? Was an injection to be included in the division policy? The paper analyzed each group¢¥s argument and their real interests. Medical doctors were severely reactive because they would lose their economic interests and their means to control patient behavior. The weak leadership and loose organizational resources of medical doctors were considered to explain their attitude and behavior. Finally, the theoretical implication of the division policy was reviewed.
